WASHINGTON (AP) — The ranks of America's poor remained stuck at record levels, although dwindling unemployment benefits and modest job gains helped stave off what experts had predicted would be the fourth rise in a row in the poverty rate.
With joblessness persistently high, the gap between rich and poor increased in the last year, according to two major census measures. Also, the median, or midpoint, household income was $50,054, 1.5 percent lower than 2010 and a second straight decline.
A Census Bureau report released Wednesday provides a mixed picture of the economic well-being of U.S. households for 2011, when the unemployment rate improved to 8.9 percent from 9.6 percent in the previous year. The numbers are coming out not long before the Nov. 6 election in which the economy is the No. 1 issue and President Barack Obama is trying to make the case that the labor market, while not fully healed, is on the right track.
The overall poverty rate stood at 15 percent, statistically unchanged from the 15.1 percent in the previous year. The rate was better than a consensus estimate of demographers who had predicted, based on weak wage growth, a gain of up to half a percentage point, to levels not seen since 1965.
For last year, the official poverty line was an annual income of $23,021 for a family of four. By total numbers, roughly 46.2 million people remained below the poverty line, unchanged from 2010. That figure was the highest in more than half a century when records were kept. The 15 percent poverty rate was basically unchanged from 1993 and was the highest since 1983.
Broken down by state, New Mexico had the highest share of poor people, at 22.2 percent, according to rough calculations by the Census Bureau. It was followed by Louisiana, the District of Columbia, South Carolina, Arkansas and Georgia. On the other end of the scale, New Hampshire had the lowest, at 7.6 percent.
"This is good news and a surprise," said Sheldon Danziger, a University of Michigan economist who closely tracks poverty. He pointed to a continuing boost from new unemployment benefits passed in 2009 that gave workers up to 99 weeks of payments after layoffs and didn't run out for many people until late 2011. Also, job gains in the private sector that helped offset cuts in state and local government workers.
"It would indicate the stimulus was even more effective than believed," he said.
Bruce D. Meyer, an economist at the University of Chicago, said it was disappointing that poverty levels did not improve. He described it as a sign of lingering problems in the labor market even with recent declines in unemployment. "The drop in the unemployment rate has been due in significant part to workers leaving the labor force, because they are discouraged, back in school, taking care of family or other reasons," he said.
The official poverty level is based on a government calculation that includes only income before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership.
As a result, the official poverty rate takes into account the effects of some stimulus programs passed in 2009, such as unemployment benefits, as well as jobs that were created or saved by government spending. It does not factor in noncash government aid such as tax credits and food stamps.
David Johnson, the chief of the Census Bureau's household economics division, attributed the better-than-expected poverty numbers to increases in full-time workers over the last year. He also estimated that expanded unemployment benefits helped keep 1.6 million working-age people out of poverty.
Social Security also lifted roughly 14.5 million seniors above the poverty line. Without those cash payments, the number of people ages 65 and older living in poverty would have increased five-fold, he said. Johnson also noted that that income inequality was widening. He said the top 1 percent of wage earners had a 6 percent increase in income over the last year, while income at the bottom 40 percent of earners was basically unchanged.
"A lot of the increase is driven by changes at the very top of the distribution," he said.
The share of Americans without health coverage fell from 16.3 percent to 15.7 percent, or 48.6 million people. It was the biggest decline in the number of uninsured since 1999, boosted in part by increased coverage for young adults under the new health care law that allows them to be covered under their parents' health insurance until age 26.
Congress passed the health overhaul in 2010 to address the rising numbers of uninsured people. During this election year, the law has come under increasing criticism Republicans, including presidential nominee Mitt Romney, who has pledged to push a repeal if he is elected. The main provisions of the health care law will not take effect until 2014.

Gradually as the job market recovers in the 30 worst states, and 3 million jobs are created in each of those 30 states, credit will continue to unthaw, revenues will be back up, and the deficit will end in 6-7yrs., earlier than the projected 10 years.

The only measure that I support in spending above the budget(s) mention is in federally-backed mortgages to recover the housing market from special interest plummeting and Congressional pillaging. I am drafting the “No Empty Home Act” to assist Bernanke’s vision and request, while also helping local government navigate through these crises created by the housing bubble and unethical loan practices.

Modest cuts are necessary, and we can eek out $50/$50/$50 billion each from Patents, Judiciary, Diplomacy, $100 billion from Defense, $250 from Congressional salaries.

To restore integrity to government function with the Treasury debt of war satisfied, it is necessary to address paying Congress their legitimate salary, and whatever cuts to their salary or budget may be necessary to offset the debt created by the Bush Tax Cuts. Without Tax Reform in place and IRS Reform, taxpaying voters see taxation and Obamacare not as health care, but remuneration repealed by the House. Therefore, there has been much discussion over what is a fair share of taxes and who is paying their fair share. The government provides a service. Typically, a service does not exceed 20% of income. It is very important to not burden the middle class, who has been buried under inflation and a heavy income tax bracket that is 35% in addition to the 7% sales tax paid to the state. Democrats do not seem to understand how paying Congress a legitimate salary irons out the bloating from having to borrow to pay Congress, when the interest is $600-$700 billion.

ALL OF THESE PEOPLE WILL BE PAYING SOME FORM OF TAXES THAT THEY WEREN’T PAYING BEFORE:

1) About 46.4 percent of U.S. households didn’t pay federal income taxes in 2011. Mitt Romney’s right about that.

2) That number is abnormally high right now in part due to the recession and slow recovery. When people lose their jobs or see their paychecks drop, they tend to pay fewer income taxes as well. (That’s why the budget deficit tends to increase in a bad economy.) Additionally, Congress has passed a slew of tax cuts as part of its stimulus efforts. So that’s skewed the number of nonpayers. When the economy’s at full employment, as it was in 2007, it’s usually only about 40 percent of U.S. households that aren’t paying income taxes:

3) The vast majority of households that don’t pay federal income taxes are either elderly or paying payroll taxes. As you can see below, 60 percent of those who don’t pay income tax are still working and paying taxes for Social Security and Medicare. Their tax liability is just too low to qualify for the income tax. Another 22 percent of non-payers are retirees.
Only about 7.9 percent of households are not paying any federal taxes at all. That’s usually because they’re either unemployed or on disability or students or are very poor.

4) Many low-income workers don’t pay federal income taxes thanks, in part, to a series of tax cuts endorsed by Republicans over the years. The graph below from the Tax Policy Center shows why so many workers who do earn income don’t have to pay the income tax. They’re exempt under various provisions of the tax code.
For instance, most (though not all) elderly households are excluded from paying taxes on their Social Security benefits. And low-income workers with children can qualify for the Earned Income Tax Credit or the Child Tax Credit. As Keith Hennessey explains, the latter was a major GOP initiative during the 1990s and 2000s, and conservatives used to tout them as vital poverty-reduction measures:

5) The number of people who don’t pay federal income taxes tends to jump every time there’s a big tax cut bill, as after the 1986 tax reform or the 2001 Bush tax cuts. There’s a reason why George W. Bush was boasting, in 2004, about moving 5 million taxpayers “off the rolls.” He didn’t think he was creating an army of Obama voters. He thought it was good policy:

6) About 30 percent of workers had a negative income tax in 2011, thanks to the Earned Income Tax Credit (EITC), which gives them a big refund. But these beneficiaries tend to leave the program fairly quickly. Many low-income workers actually receive extra money through the tax code, thanks to the EITC. Again, this is an anti-poverty program long supported by Republicans.



What research has shown, however, is that most EITC recipients only get the credit for two consecutive years or less. Many of them soon move up the income ladder and start paying taxes back into the system. One paper found that, over their lifetime, these EITC recipients pay more in taxes than they receive in benefits:

7) Over their full lifetime, the vast majority of workers end up paying income taxes and federal taxes. As this graph  from the Hamilton project shows, it’s mainly the very young and the very old who aren’t paying income taxes. The vast majority of workers pay income taxes during their prime years, and an even higher percentage of Americans pay into Medicare and Social Security throughout their lives:
8) Federal taxes are just part of the picture. Most Americans also pay state and local taxes, such as sales taxes. These tend to be more regressive and hit lower-income groups harder. Here’s what the system looks like when you add up all taxes:

Due to the enormous budget problems that we’ve had over the past six years, the United States can not meet its primary obligations to provide for the common defense by operating in a state of legislative and political impasse.

Example:
No more stunning example of this can be found than by the former House Speaker Nancy Pelosi, who declared that her party had not read all of their proposed legislation known as the Obamacare package, as lumped into the most notable bills that were all but axed and abandoned due to lack of funding. Wherein, the only reforms that remained from the Affordable Care Act were preventive tests for the federal government picking up state tabs for expanded service, and the House cremating H.R. 4872, denying the federal government the ability to imprison citizens or collect taxes for federally-forced state health care exchanges for the uninsured. The results were resounding revolt against Congress, Obama, and Democrats for crafting legislation that they had not read or cared to consider how these laws impacted the jobs lost by 30 million people.

Most of this wasted time could have been avoided, had the legislation been publicly read to the people first, (each 2,000+ page bill being read and scored first, would have necessitated the editing that took place) and scoring the legislation would have allowed us to concentrate on the budget and job creation, rather than passing unconstitutional legislation against the will of the people over politics and causing more budget strain in a war-time transition economy.

Therefore, any proposed legislation will be scored as revenue negative, revenue positive, or revenue neutral with the corresponding dollar amount. The people elect a Congress and expect them to act with integrity, not put political interests and donors above their well-being or tell them what’s best for them. The people also expect Congress to do its job in passing a budget, and this enforceable measure enables Congress to do its job more efficiently without the harangue and political gamesmanship we have seen, while Democrats who have controlled the Senate since 2006 collected taxpayer-funded paychecks for not doing their job, in raising the debt ceiling and not writing a budget the past four years.

Legislation will be considered, approved, or denied on this basis and the Congressional process will be reported to the people, not delivered as pontification of position or party.

UMBRELLA #1, DEFENSE: *STRIKE $100 BILLION

The opening statement of the Constitution declares that we, the people of the United States, as one of our main duties is to provide for the common defense. This means that the people are the government, not the government as a separate entity, so that we decide as taxpayers how our money meets the needs of domestic peace and tranquility.

Article I, Sec. 8 determines that the power to declare war resides with Congress, and that no appropriation shall be made longer than two years to raise and support an Army.

At this time, Vice President Joe Biden, Senator John McCain, and Senator John Kerry are authorized to sign a declaration of war jointly, or any emergency military order as required by military command or conference. Obama has been relieved of signature authority, Vice President Biden is acting Commander-in-Chief.

Given these provisions of the Constitution listed above, it is necessary to revisit our commitments to other countries that fall under diplomacy operations and those that actually fall under the regular defense budget. There has been a lot of political discourse regarding “unconstitutional wars, endless war spending, and endless wars”, but these are misnomers when it comes to approving an annual defense budget and defining our previous and current national security needs.

Our war has always been against the enemy Al Qaeda, and the bulk of our military spending has been in pursuit of that enemy going on eleven years. After ending the Iraq War, that has been likened to my generation’s Vietnam, it is also necessary that we promote a military budget that is reasonable and does not use sequester, an across-the-board percentage cut, without thorough examination of the 2013 defense bill and what our military is requesting to carry out operations.

A sequester is a default mechanism, usually used for annual business budgeting, but given that defense is the first priority of a Constitutionally-funded model budget and that the Senate has failed to produce an annual budget for 4 years straight and has been operating on a continuing resolution, we have averted 5 government shutdowns, and we pray to avert a 6th on 9/30/12.

*I would like to note that this process had gotten so political, so weighed down with ire and rhetoric for failure to even write a Constitutional budget, that the Tea Party and Paul Ryan took over this process. Paul Ryan wrote a deficit reduction budget called the Path to Prosperity, based on the works of Tom Coburn and others, which came forth from the very heated debate over the debt ceiling in the Summer of 2011, so the Tea Party drafted a working budget based on actual physical revenue trend, (in order to reach a target of deficit control and a path toward paying off our deficit annually).


After review, Bush Tax Cuts offset the inflation of the costs of the Iraq and Afghanistan Wars to avoid a tax revolt during times of conflict. However now that Afghanistan is considered a matter of diplomacy operations in alliance with Karzai, those costs must be monitored effectively for approval of the 2013 defense budget.  

The problem is, the Bush Tax Cuts caused us to borrow to pay Congress’ salaries over the past 10 years, and while this is not specifically about the 2013 defense appropriation bill, it is worth noting that Congress while in session works 12, 13, and 14 hour days at times, meets endlessly, and then while on break they meet with constituents.

We are not the part-time Congress of the Founding Fathers, who took off seasonally to manage domestic affairs and work. Congress may need to consider a reduction in their salary of $200 billion from last year to this year, to cause us not to borrow, unless those cuts are found.

Congress’ salary is $1 trillion annually, plus the $700 billion in interest that hits us every 5-6 months. While we would all like to get off of the continuing resolution model, it is imperative that everyone presents a budget to get a public consensus about how the government appropriates and carries out funding of each program. Failing to write a budget will be met by the wrath of voters, and Congress has been appealed to order misappropriation and remuneration charges over Obamacare, a $2 trillion tax increase that was just cremated by the House, for not providing any health insurance whatsoever.




Without a budget, the Democrats leave their constituents’ voices unheard and misrepresented to a cacophony of shouting and wasted floor time debating bills that aren’t even at hand.

Seeking balance, the 2013 TEA PARTY BALANCED BUDGET $3.5 TRILLION ANNUAL REVENUE https://docs.google.com/spreadsheet/ccc?key=0Aq5m9QEGEZpOdFVCTlNEMTc1VW41bGZoOXRWdzlHVkE#gid=0 has been written to reflect the expiration and sunset of the Bush Tax Cuts, so that Congress is paid without having to borrow or pay the interest for their salaries. This will not only balance our domestic spending to our needs of national defense, this budget places us with a $25 billion down payment on our deficit, free and clear. This way the books are balanced going into 2013, and any additional revenue can be applied toward deficit reduction, as we begin to implement the Path to Prosperity proposals by March of 2013.

To discuss these matters specifically related to the 2013 defense budget, we ask that $600 billion be appropriated for general military operations, $200 billion for requiring anyone under 25 to get their Master’s degree for education/retraining purposes, and $200 billion for defense projects. The project list was due 8/1/12, when I attended the meeting, I did not hear of the projects or who had theirs ready for review.

  • We have abandoned the need for consideration of revisiting the military draft, unlike Israel. We want a volunteer Army, because we believe that our military works best that way, and we want our soldiers to function well in the private sector. We are making education a requirement, and we want no one under the age of 25 on front line duty, because the brain has not fully developed. This may cause some criticism from the military and how it chooses to operate, but we have to operate more wisely than we have in the past in recruiting, training, and retention of personnel.
  • Defense projects are to be submitted and approved by Allen West. He is an asset to be in a position of having served and to be able to communicate with military personnel with relative disclosure in being mindful that not everything must be left to public scrutiny.
  • I found the 2013 defense budget well constructed and easy to read, despite the repetition and long list of equipment, I was eventually able to tabulate the cost, but we need a different scoring system in the margin for legislation anyway.



In short, we ask that no defense cuts be made by percentage calculation or with respect to the annual budget, because we find that the 2013 defense budget takes taxpayer dollars into consideration, and that it is not asking for any increases but a preservation of operations.

We must take that into consideration as taxpayers, that our military has more than met their obligations and given us a 5 time renewal of Army to complete the task of our generation against Al Qaeda. We must also respect that our fight is not quite finished, that we have smoked out Al Qaeda in Yemen, and that with the help of Iraq, we now have Al Qaeda cornered in Syria. While we are looking forward to a time of peace and a time when the Middle East tension with neighbors subsides, we know that these are all factors of a delicate balance of operations and quality intelligence.





In order to prevent this sequester and to pay Congress, we are cutting $200 billion from the Judiciary, until they get serious and prioritize processing violent offenders and preventing abuse of tax dollars.
We also propose a measure that should sit well with those against capital punishment and those who
are tired of supporting terrorists, murderers, rapists and pedophiles to be housed for life sentences:

We will begin phasing out maximum security wards to isolating prisoners to Johnston Atoll.

With the invention or perfection of drones, we will be able to remotely secure prisoners on this deserted and abandoned military base. Johnston Atoll or Drone Island will function like exile, except we will know when the elements have taken a prisoner, as opposed to lethal injection costs and life sentencing housing costs:

We find that life sentencing is a cruel and unusual punishment to taxpayers, who are forced to subsidize violent criminals’ sustenance, and it is cruel and unusual to deny someone the punishment their offense such deserves, an injustice that carries with it enormous impunity and consequently the perpetuation of violent crime trends. With these reforms in place and implementation of “The Military Sequester Prevention Act of 2012”, we can not only help to reduce terrorism but other forms of violence in society, and in conjunction with the proposed use of Johnston Atoll, we ask that any existing law still in place for lack of a Senate vote taken on Obamacare, that the House begin redirecting funds appropriated to Planned Parenthood by Obamacare or H.R. 4872 to be implemented for the cost of plane travel and parachute for prisoners phased out to Johnston Atoll.

Failure to adhere to this budget or these proposals will bring further audit of federal prison costs and reforms, including deportations to country of origin to deserted areas like Johnston Atoll, for taxpayers do not have to sustain global terrorism through prison bases contrary to their well being, or gangs for twenty years to life.

We urge the Senate to act in passing the 2013 defense budget, as written, with the military to apply the reforms listed herein. If the Senate does not, we will pursue cutting the salaries of Senators by $200 billion, for creating a defense vacuum between now and 9-30-12, with our military unable to approve their project lists that were due on 8/1/12. The Department of Homeland security is also being considered for reductions, as well as other underperforming domestic agencies.

UMBRELLA #2, PATENTS AND POSTAL SERVICES: STRIKE *$50 BILLION

Preface:
In a time of unprecedented national debt caused by the Bush Tax cuts, this current law that sunsets 1/1/13 caused Congress to offset war-time inflation to voters by lowering taxes $500 billion every year, resulting in a $5 trillion dollar deficit by tax breaks given to voters during the Presidency of George Bush Jr. While many in Congress have made this a political issue, Congress passed these tax cuts every year, essentially with a Democrat-controlled Senate agreeing in 2006 to raise the debt ceiling to accommodate this very same tax policy and out-of-control spending by borrowing from banks to pay half of their portion of salary, from which the $500 billion tax cuts came.

Congress would then borrow $500 billion from the bank to pay themselves annually, resulting in $5 trillion in tax breaks, $5 trillion in Congressional salary payments that were not funded and the interest on that $5 trillion Congress also tacked onto the deficit to pay themselves while financing a tax gimmick that in a decade has cost nearly $17 trillion dollars. While Defense is the first priority of Constitutional spending, this is exactly what the retired Representative Ron Paul referred to, when chided Congress for ‘unfunded wars’.

The difficulty in ending this policy originally created to offset inflation and keep consumer spending high and state sales tax revenues up in order to finance over a decade of war, has been most readily hindered by the advancements of expensive drone technology, not ending the Afghanistan war as promised but delayed by the alliance with Afghanistan until 2014, coinciding with the current genocide occurring in Syria.

Essentially, the Bush Tax Cuts are no longer serving to offset the inflation that they were originally intended and designed to do:

For example, with the U.S. Postal Service, inflation is so high that the value of a dollar versus our current deficit including 10% for tithe means that the value of the dollar has been devalued to $.33.

Retirement pensions are not being funded properly, so the operational service hours may need to be changed, but the main issue is inflation and current postal service pricing. Considering the current rate of inflation, the U.S. Postal Service is losing $.12-$.15 per single letter postage stamp. This really adds up when most people have now adapted to the digital age, and they are sending less letters and business-related mail. Reforming this can easily help pay into funding current retirement pensions while examining how to reduce operational and benefit packages costs paid for by taxpayers that also need reform.

All post offices need to apply the following reforms to personnel and operations, beginning 1/1/13:

Personnel Reforms:
Health Insurance has recently become politicized and designated as a tax by the Supreme Court, so rather than restrict benefits on health plans or call for an increase on insurance rates, personnel should meet the following requirements to perform their job duties and be able to adapt to using equipment that prevents damage to the environment.

-All employees should be considered active, athletic, and able to walk up to 5-7 miles per day. This does not mean that employees should have to run a 5 min. military mile, but this does mean that they should be able to walk a 5-7mi. route on foot within an hour or so.
-All employees should weigh 185 lbs. - 200 lbs. for men and up to 175 lbs. for women. Otherwise, personnel are not doing their part to boost their immune system to prevent chronic disease and they are not fit to perform the job duties required of them. These employees are also considered high-risk health individuals who will not be suited to perform the changing duties required by the U.S. postal service of going back to delivering packages on foot.
-Employees are encouraged to review insurance coverage: basic health and dental should not run over $120 per month, and provider policies should be reviewed to cover retirees, help with life insurance plans, and pay into a pool for a policyholder that provides pension and health care in a dual program.
Possibly outsourcing health insurance to a federal reimbursement system for fair rates, so that there is assurance of retirement and health benefits.
-Any duplicate programs need to be eliminated, as well as an examination of social security paid in vs. social security sustenance vs. pension paid in and pension payouts. Asking for more than what has been paid in by either program is a form of fraud against the federal government and current pension provider.

Operational reforms:
-All post offices who are operating in a deficit must begin cutting costs by re-designing mail routes or requiring that part of the routes deliver the mail on foot. Sometimes this will be impractical, but protecting the environment and incorporating exercise and activity into the work day will substantially improve the health of employees and reduce carbon emissions. Heat from kinetic energy will be substantially reduced, a component we have seen in the 2011 700 tornado outburst, as well as super hurricanes Irene and Sandy.
-Post offices will need to examine postage rates in order to pay for retirement pensions. Raising all rates $.10 would greatly reduce the effect of inflation plaguing timely payment of pensions.

Congress will continue to rename postal offices, but to avoid across the board federal cuts, or block cuts so that we don’t have to resort to 4 days a week service, these reforms should be considered and implemented no later than 1/1/13 or cuts will be made.

Slated cuts for the Postal Service and Patent Umbrella could reach $200 billion shared between both.

Postal services fall under the 2nd priority of Constitutionally designated funding, and share the same umbrella as Patent Offices. This year, patent offices will face cuts as well, in conjunction with shared judicial funding and reduction of court cases over disputed products, which should rather be used instead on expanding innovation and products. Patents need to reform their activities to encourage job growth, not siphon dollars from the judiciary funding. The U.S. Postal service should be the same way: being just as reliable, friendly, and considerate of the environment.

IN KEEPING WITH THE GOALS AS OUTLINED IN THE EXECUTIVE SUMMARY OF THE 2013 BUDGET http://www.whitehouse.gov/sites/default/files/ondcp/fy2013_drug_control_budget_and_performance_summary.pdf PAGE 1, the goal to achieve a 15 percent reduction in the rate of drug use and similar reductions in drug use consequences over the course of five years, can be met but not with conventional medicine: as pharmaceuticals and counseling have limitations in success rates and side effects.

The abandonment of holistic medicine and natural therapies has shown up mostly in throwing money at these problems and failing to win the war on drugs: the National Drug Control Budget demonstrates commitment to these goals, requesting $25.6 billion to reduce drug use and its consequences in the United States. This represents an increase of $415.3 million (1.6%) over the FY 2012 enacted level of $25.2 billion.

Criticism ranges from federally subsidized abuse of Medicare Part D, pharmaceuticals being legally dispensed for longer than 2 weeks without monitoring or medication being dispensed for longer than a 6 month treatment program, which all have promoted drug abuse at the expense of taxpayers, while feeding and subsidizing the drug war.

Failure to treat the root cause of drug addiction turns non-violent offenders into career felons, results in untimely death, with exponential losses of tax revenue and no reciprocity of revenue, while current federal drug laws violate constitutional rights by enabling the disease through prevalence of medication to further abuse not treatment, and by a failure to restore the individual and treating a legitimate illness as a felony criminal offense. Dopamine deficiency is diabetes of the brain. Therefore, because the law has not kept up with research, we have pumped federal dollars in the wrong hands to our detriment to not meet the above goals.

Part of this expense is to offset state costs of treatment, which should be remedied at state level-not funding BIG PHARMA. The increase in spending of 1.6% is therefore denied, and if current federal drug treatment programs do not incorporate exercise, diet, rest, activities, and natural therapies for treatment programs, funding is subject to be cut to ALL of the programs receiving funding from this budget. Each state is appropriated an average of $51 million to execute this budget according to current federal law. Rather than change existing federal law to legalization, most agree all kinds of drugs should not be legal, rather certain kinds legal, others regulated, and others tested, standardized, and taxed. Rather than let that guide this particular set of laws regarding local law enforcement’s budgets and federal law, we must cut funding because there is no perfect pill to fix every disorder and a health condition that has been criminalized by federal law.

Before any assessments or diagnoses is given to an individual, a blood test must be conducted before any treatment is received: this includes diabetes, thyroid, hormonal work up, anemia, HIV, and CBC. By 2020, it is estimated that 1 in 4 people will suffer from some mental issue, and this will increase with women and children. Part of it is the genetic and chemical makeup passed onto the child, which is altered and recreated artificially with medication, which doesn’t cure but replicates the problem with reproduction, into the child. The current federal dollars, even with the annual increases, will not be able to meet the current needs in 7 years with current federal programs using rehabilitation by imprisonment, 6 month to year long programs with pharmaceuticals, or resolved in the interim or even generationally without changing current programs, redirecting funding, or cutting them altogether in favor of holistic and natural therapies.

The FY 2013 Budget proposes $9.2 billion in Federal funds for early intervention and treatment services for individuals with drug problems: this amount should be offset by a state package of Drug Reform laws. See the state of Georgia’s model: each state must pass a package of laws similar to Georgia’s, and they must spend their own state dollars to address these issues, not rely on federal funds for programs and services that have not reduced drug abuse and incarceration rates, while draining the Judiciary of federal dollars.

The recommendation is that $35 billion be cut from this budget at the federal level. Each state will have to cut reliance on federal dollars to about $3 billion average per state, to reach current budget requirements to contain spending to 2012 levels and prevent us from being driven over the fiscal cliff, as the demand for drugs is the fuel of the fire eating into the value of the dollar and overall budget.

Preface:
In a time of unprecedented national debt caused by the Bush Tax cuts, this current law that sunsets 1/1/13 caused Congress to offset war-time inflation to voters by lowering taxes $500 billion every year, resulting in a $5 trillion dollar deficit by tax breaks given to voters during the Presidency of George Bush Jr. While many in Congress have made this a political issue, Congress passed these tax cuts every year, essentially with a Democrat-controlled Senate agreeing in 2006 to raise the debt ceiling to accommodate this very same tax policy and out-of-control spending by borrowing from banks to pay half of their portion of salary, from which the $500 billion tax cuts came.

Congress would then borrow $500 billion from the bank to pay themselves annually, resulting in $5 trillion in tax breaks, $5 trillion in Congressional salary payments that were not funded and the interest on that $5 trillion Congress also tacked onto the deficit to pay themselves, while financing a tax gimmick that in a decade has cost nearly $17 trillion dollars. While Defense is the first priority of Constitutional spending, this is exactly what the retired Representative Ron Paul referred to, when he chided Congress for ‘unfunded wars’.

The difficulty in ending this policy originally created to offset inflation and keep consumer spending high and state sales tax revenues up in order to finance over a decade of war, has been most readily hindered by the advancements of expensive drone technology, not ending the Afghanistan war as promised but delayed by the alliance with Afghanistan until 2014, coinciding with the current genocide occurring in Syria.


Essentially, the Bush Tax Cuts are no longer serving to offset the inflation that they were originally intended and designed to do:

Homeland Security is eating into a substantial part of the federal budget that should be funded at state level. We need to peel back the layers of government, to stop federal overlapping of programs to get out of debt, or we can not provide any services if the federal government shuts down over impasse.

For example, county budgets are running deficits because inflation is so high that the value of a dollar versus our current deficit (including 10% for tithe) means that the real value of the dollar today has been devalued to $.33.

Retirement pensions are not being funded properly, so hours may need to be changed, but the main issue is inflation and current local law enforcement practices. Considering the current rate of inflation, local law enforcement is losing the most money in arresting and prosecuting those for drug laws, rather than mitigating mandatory minimums to drug treatment, probation, and community service automatically. This really adds up when you consider the cost of training law enforcement and resources better spent on returning individuals to a status of taxpayers, rather than career criminals.

Reforming the disparity of law can easily help pay more into funding current retirement pensions while examining how to reduce operational costs of jails and vehicles, as relegated to violent offenders and true emergencies.

All local law enforcement offices need to apply the following reforms to personnel and operations, beginning 1/1/13:

Health Insurance has recently become politicized and designated as a tax by the Supreme Court, so rather than restrict benefits on health plans or call for an increase on insurance rates, personnel should meet the following requirements to perform their job duties and be able to adapt to using equipment that prevents damage to the environment or having local departments who have county deficits be relegated to foot patrol; particularly in areas where there is a need of increased police presence, to contain and dismantle gang activity, and to bring down crime rates while truly serving communities, rather that leeching off of them.

-All employees should be considered active, athletic, and able to walk up to 5-7 miles per day. This does not mean that employees should have to run a 5 min. military mile, but this does mean that they should be able to walk a 5-7mi. route on foot within an hour or so.

-All employees should weigh 185 lbs. - 200 lbs. for men and up to 175 lbs. for women. Otherwise, personnel are not doing their part to boost their immune system to prevent chronic disease, and they are also not fit to perform the job duties required of them. This is particularly important, that law enforcement set the example. These employees are also considered high-risk health individuals who will not be suited to perform the changing duties required by local law enforcement personnel as being relegated to foot patrol units and community cleanup programs during the day time.
-Employees are encouraged to review insurance coverage: basic health and dental should not run over $120 per month, and provider policies should be reviewed to cover retirees, help with life insurance plans, and pay into a pool for a policyholder that provides pension and health care in a dual program.
Possibly outsourcing health insurance to a federal reimbursement system for fair rates, so that there is assurance of retirement and health benefits for law enforcement officers, not being continually subject to budget cuts and inflation.
-Any duplicate programs need to be eliminated, at local level, as well as an examination of social security paid in vs. social security sustenance, vs. pension paid in and pension payouts. Asking for more than what has been paid in by either program is a form of fraud against the federal government and current pension provider.

Operational reforms:
-All local law enforcement agencies and counties who are operating in a deficit must begin cutting costs by re-designating zones, patrol areas, and territories for being on the beat, which requires that part of the force be on foot within the community. Sometimes this will be impractical, but protecting the environment and incorporating exercise and activity into the work day will substantially improve the health of all employees and reduce carbon emissions. Heat from kinetic energy will be substantially reduced, with less police vehicles being used, a component we have seen in the 2011 700 tornado outburst, as well as super hurricanes Irene and Sandy. In fact, unless you are state patrol officers funded by Governor’s Offices’ budgets, the police force will be on foot and present in communities proportionate to monitoring traffic, unless conducting investigations. Hours can be determined by rotating duties to foot patrol 2-3 times a week, or as necessary to meet budget cuts.
-Law enforcement agencies and counties will need to examine their pay rates in regards to inflation and benefits for further consideration to meet budget cuts.

To avoid across the board federal cuts, or block cuts to state budgets, so that we don’t have to resort to cutting hours, these reforms should be considered and implemented no later than 1/1/13 or cuts will be made.

Slated cuts for the Judiciary umbrella are $50 billion, or $1 billion for each state on average.

The Judiciary falls under the 3rd umbrella of Constitutionally designated funding, wherein law enforcement is supposed to serve the courts, not harass, demean, and abuse constitutional rights of taxpaying citizens.

Law enforcement should be just as reliable, polite, and considerate of the environment as any other citizen should be.

The State Welfare and Child Support Enforcement Comprehensive Reform Act of 2011-2012
(in conjunction with public drug policy, judicial reform, drug courts, and various programs)

The demand for entitlement reform and the reliance on government, rather than the family being the governing unit of society, are related. Given that the economy has held a steady unemployment rate for three years, as current estimates indicate 42 million are currently in poverty under the Obama Administration and policies with a corresponding 25-30 million as unemployed holding only part-time or transitory jobs, families are lacking full-time employment to care for their families autonomously without government assistance. While there is a purpose for state agencies, I have spoken with and personally know many fathers disgusted with the current child support enforcement agencies in their respective communities. The government can not force society to care for children and the mother, when it is the father’s responsibility to feed his family.
Many men feel displaced by percentage of wage requirements with little or no guarantee of seeing their children once or twice a month. We must decrease the burden courts place on society, by requiring the father subsidize feeding the family that he has created. Child Support Enforcement, D.F.A.C.S., and the state/federal agencies overseeing food stamp distribution and apportionment must coordinate a plan wherein a man pays the state for food stamps apportioned to the family, though his taxes. If this requires an increase for men on state or federal taxes to offset his use, so be it, the I.R.S. can attain records and audit accordingly.

For example, each child should receive $25 per week/$100 per month per month, if a mother can not afford to feed herself or care for her children. By requiring a man to respond by supporting his responsibility through the courts and by applicable taxation, this restores a man’s income: this way, a man can provide for himself, feed his family, and he may be assured the state is overseeing that his money is spent feeding his family, for which he is working and paying taxes. The same thing can be done for children needing health care, wherein, the father pays the premiums. Other than than, there is not a responsibility that a man give more of his income to the government, than he would tithe.

He is not bound to provide a woman he does not live with half of his income, or to solely support a woman he does not live with by a standard of living that he can not even provide for himself!
Conversely, the government can get of the food and health insurance businesses, and the government must relegate other issues of child support other than food and health care as a civil court matter. The government must get out of the business of being a mediator in family problems; it is not society’s fault if every child does not have the latest iPhone or Wii! The government may also assess fines for child support, through detention and work release:
for 1 child/1yr. = $1,200 - $2,000
for 2 kids/1yr. = $2,400 - $4,000
(This figure may be amended by states, in consideration of standards of living percentage, as to the father’s responsibility, and this scale may be defined in order to provide reimbursement from state-to-state.)
The father’s responsibility would offset the Earned Income Credit tax break, by lawfully requiring men to pay their fair share into the system. The detention center reimburses the work release hours to the judiciary; wherein, the man has a hearing and his driver’s license is reinstated with an order sent from the judiciary, and meeting this responsibility through taxation pays back into the issuing food stamp program as Earned Income Credit is a tax credit that is paid for prior to yearly tax return. Only by hiring a lawyer to handle paperwork, may a man be released from incarceration to work, after the court agrees to the terms of withholding from his employer; i.e., garnishment for child support payments as written by the scale above. Our men are falling through the cracks, being sucked up into gangs, never reinstating their licenses or being honorable men in supporting their children, and this cycle repeats itself every 15yrs. or so. We must do more than talk about reform; as states, we must hold this as the standard for what we deem acceptable support and responsibility for children. We will begin to report men’s residences, activities, and associations to the courts and agencies without hesitation and without letting up, until the government does something about the problems in society it has created.
Upholding these reforms not only gives us a base-budget model for the populations served, it restores integrity to our communities and courts; this works for the restoration of families, not for creating a vacuum of theft for gangs to pilfer the system. This should decrease paperwork and burden of the courts, by streamlining paperwork. This should also enable us to streamline these agencies concerned to adhere to budget cuts, without failing to provide services, and this permits the I.R.S. to easily investigate and hold accountable their services to taxpayers. In the instance where there is not a father or provider, the state may issue food stamps as a taxable debt to the mother and children.
The purpose of this measure is to reset the current debt held per capita from $40,000, or less, for those not enrolled in these programs, obviously. For men who have not supported their children and can’t prove that they have by money orders, child support checks, garnishment stubs, or tax writeoffs/deductions, a maximum of $25,000 may be levied as taxable debt to be paid into a trust fund, set aside for a child’s education expenses only, who have reached the age of 18, wherein no support has been paid.
Again, it is not the government’s responsibility to be a father, a mother, or a surrogate for a broken family by functioning as a financing mechanism. These reforms properly define government’s role in appropriation. The agencies will then be able to manage case files within 60 days. As we pursue judicial reform, we can then emphasize personal wellness, rather than the government being a catalyst for corruption and broken families; fueling drug abuse, a revolving prison door, and gang activity... the very things government has intended to eradicate, it has perpetuated in a broken system, and this is how we repair it.
Instituting this as policy, or the new standard as “law of the land” for family law, allows the government to assess fines and taxation for drug-related offenses as a matter of public health, rather than violating constitutional rights and mandatory minimum sentences, all of which the system can face serious and expensive lawsuits. As a provision of review, the judge may order and require Medicaid payments and services, as a part of family law, unless other treatment and health care is documented by doctors and naturopathy, after 30 days of arrest. If at such time a person does not agree to receive voluntary treatment and pay for it out-of-pocket, on their own for year, drug possession will not be recognized as only a misdemeanor violation, but regarded as current laws of applicable felony. Within 90 days, the judiciary will offer an offender the option to attend a court-appointed rehab for 9 months, or to be processed with the maximum penalty of law, attained through fines that are to be paid through community service hours or on work release for an entire year, and probation followup for two years. No exceptions.
For a family member who is incarcerated who agrees to receiving treatment, the amount of child support will be assessed at the final hearing, at the end of that year served as determined, to be paid through work release or as agreed to by a lawyer or through a probationer. Streamlining this process will make caseloads manageable for probation officers and allow them to communicate with other agencies regarding issues, and probation officers will be instrumental in a restoration plan for the person/family. The probation officer will also coordinate employment for the probation file as a component of societal restoration.
The probation office can not require any more imprisonment or threaten other punishments: it is solely at the discretion of the judge to impose sentencing, revocation of driving privileges, as applicable to the offense, based on evidence of arresting officers, doctors, or failed drug tests. The probation officer does not have to manage a file, except for normal reporting, as community service hours will be accounted by the judiciary in credit regarding consideration for fines and fees. The probation officer is mainly responsible for collecting fees, administering drug tests as ordered and cost assessed to the offender, and for documenting/conferring with other agencies. The culmination of the probation officer’s duties require the restoration plan at the conclusion of sentence, so that the offender is gainfully employed.
Removing the probation officer from the role of judge, jury, and executioner resolves the unethical usage of confidential informants, as this can no longer be used to escape imposition of sentencing or due process of law. Violation of these policies will now result in criminal charges being imposed on probation officers and law enforcement, for feeding and creating corruption.

The judge may also require or impose GED classes, substance abuse classes, and the judge may assess fines and fees for those services and education, and order probation, until those services are paid.
Taxation without restoration is a crime against citizens and an egregious abuse of the system: the government can not support a revolving door for those who are not violent offenders, of which violent offenders only make up 15% of the prison demographic. We need both parents of children, to be of sound mind and sound body, in caring for children: not orphaning, abandoning, and imposing children as burdens on taxpayers, due to drug addiction or a broken family.
Each state may implement this Act to avoid losing federal funding, as audits continue from year ending 2011, to fiscal year July 1st, 2012. If audits are not complete, or federal budget cuts are not met accordingly, this causative action will continue to October 1st, 2012.

REPEAL AND REPLACE, PART 2:
Health Care Reform Act of 2012: Standardization of Procedural and Medical Care Related Costs

Purpose: This concerns the exploitation of health care costs by health insurance companies for profit, companies who are dictating the cost of care that hospitals must charge patients. This legislation is piloting standards for Medicare and Medicaid costs, to prevent the government from being overcharged for services that taxpayers fund for the general welfare. Costs that could better be served creating a program to cover those that are uninsured at state levels, which did not occur with any of the legislation passed under Obama health reform.

While a legitimate funding mechanism was proposed for health care for the uninsured, in order to maintain the solvency and guarantee of retirement for aging Americans through Social Security Reforms proposed August of 2010 as repeal legislation:

Inflation and government shutdown pending September 30th 2012, makes this the 5th shutdown the Obama Administration faces for failure to restrict spending to Constitutional levels which makes getting care in this economy that much harder, especially for those unemployed.  

The consensus is the only two provisions remaining from the dead legislation and mountain of dysfunctional legislation package known as “Obamacare”  are requiring insurance companies to keep children on parents’ insurance until 26yrs. of age and non-exclusion of pre-existing conditions. While these are great, these two provisions are not enough to keep H.R. 4872 as a means of reconciling the entire health care industry by a federal government buyout. Health insurance companies should ‘insure’ and the federal government should regulate and govern the market, not violate the Commerce Clause by requiring purchase of insurance or medical services, devices, products, or care that is inappropriate, unused, or misappropriated and unaccounted for tax increases.

With that said, the Tea Party supports the Republican initiatives to adhere to this budget, budget balancing, with consideration and concession of government spending in accordance to Constitutional priorities. Diplomacy spending on food stamps has increased 100% since Obama took office, which has further compounded the amount of time left to reverse this deficit and prevent government shutdown, little time to reform federal programs past their sunset that are bloated for their inefficiency with their strain on the overall budget. This all equals less money is actually making it to the poor and those needing health care; hence the stark example being no one has health insurance that is uninsured despite passage of this Obamacare package legislation.

Hospitals and insurance companies have played a highly elaborate game of ping-pong when it comes to overcharging for services and supplies in order to write-off indigent care to profit off of the health care industry. Private practice doctors are at the mercy of whether or not Medicare, Medicaid, or insurance pays in order to see their patients rather than their Oath.

FOR CONSUMERS TO REPORT SUSPECTED GOUGING AND FRAUD OF GOVERNMENT TAX DOLLARS:
1) REQUESTED AN ITEMIZED BILL: I received a list of shorthand descriptions of services that I couldn’t understand. For example: a $403.68 charge for “IV SUPPLIES”. What were the IV Supplies? The needle? The tubing? The gauze? The piece of tape that kept it all in place on my arm? I called to find out. I was referred to three people, but nobody in the hospital billing department could tell me.

2) DETERMINED FINANCIAL RESPONSIBILITY OF MY INSURANCE COMPANY: Blue Cross assured me that they paid out their maximum reimbursement amounts to the hospital for the services I received, and would not be paying any more. They sent me an Explanation Of Benefits form (EOB) and went over it with me to my satisfaction. They said that they were able to negotiate a lower rate with the hospital on my behalf, and covered costs that exceeded my deductable. They suggested that I contact the hospital to see if they would lower my costs, since the hospital determines their own charges.

3) FOUND A PATIENT ADVOCATE: I went online to find people who have gone through this before and discovered a number of Patient Advocacy groups. A couple of them are: Hospital Victims.org (http://www.hospitalvictims.org/) and The Southwest Medical Review and Recovery. (http://www.southwestmedreview.com/) Southwest Medical Review has over 20 years of hospital billing experience under their belt, and left the industry when they realized that they could help people with their knowledge of billing systems. I found them to be very patient and extraordinarily knowledgeable.

4) REVIEWED BILL FOR CORRECT CODING: I sent my itemized bill to my patient advocate for review. A billing code is assigned to each item being charged. This is what is read by the insurance companies to determine how much the hospital will be paid. I learned that up to 90% of all hospital bills are coded incorrectly. My patient advocate told me that there is supposed to be transparency in the billing system – and that there are definitive coding guidelines that apply to each hospital. However, this hospital administers their own coding system – making it impossible to determine exactly what is being charged. Despite this, my patient advocate was able to figure out three incorrect codes in my bill, resulting in over $300 of erroneous charges. They forwarded me the proper verbiage from the most recent coding manual. I went back to the billing department at the hospital and had them amend my bill. The billing specialist apologized for her oversight and resubmitted my bill with the proper coding. I can only wonder how many more codes were erroneous, had they been using a transparent billing system.

5) REQUESTED ALL BILLING AND DOCTOR RECORDS FROM HOSPITAL – PARTICULARLY THE UB-04 FORM: It is the patient’s right, under the Health Insurance Portability and Accountability Act, (HIPAA) to receive a copy of all medical and billing records from the hospital. The UB-04 form is used to determine the cost of services. The billing department at the hospital first told me that they would look into releasing my UB-04 form. After repeated requests, I was told that it was not their policy to release this form to the patient. This is typical. Know your rights as a patient. Every hospital has a HIPAA officer on the premises. I called theirs. She said she would look into it for me. I didn’t hear back. She didn’t return my messages. I then contacted the California Office of HIPPA Implementation. They agreed to contact the HIPPA officer at the hospital. A day later, the HIPPA officer called me to get my address and let me know that my UB-04 form was being sent to me. Release of my U-04 form took me a full year.

6) DESPITE REMAINING IN GOOD STANDING WITH THE HOSPITAL, I WAS SENT TO COLLECTIONS: I kept meticulously close contact with the billing department, who insured me that I was in good standing with them. Every month, when I received a new bill, I called them and assured them that I wanted to settle the balance, and that I was investigating charges that were in question. Each month, I told them that is was my priority to remain in good standing with them. I even paid them $50 in good faith. But when I went out of town, and didn’t get my mail for a week, I was sent to collections. This was also during the time that I was being told that they were “looking into sending out” my UB-04 form. My challenge here was to keep the perspective that it wasn’t personal. Even though I was on a first name basis with many people in the billing department at that point, the overall billing system didn’t know or care about who I was. I needed to be reminded of this – because I was assured that I was kept in good standing with them.

7) KEPT COLLECTIONS DEPARTMENT FROM PURSUING FURTHER PAYMENT: Diligent effort through close communication and refusal to pay any overcharges for my services kept them at bay. I assured them that I would keep them posted to each and every new bit of information that I received – and kept them in the loop every step of the way. I kept telling them that it was my utmost interest to settle the bill – but that I would only be paying fair and reasonable charges, as determined by industry standards.

8) DETERMINED THE COST OF SERVICES: With the codes on the UB-04 form, my patient advocate taught me how to figure out the cost of services. There is an industry standard for determining cost of services. It is simply what Medicare would reimburse for each line item. The reason why they use Medicare as the guideline is because Medicare reimburses between 92 cents and $1.12 on the dollar. So, for example, if Medicare would reimburse a hospital $1.00 for a box of tissues, it is understood that the cost of the box of tissues is between 92 cents and $1.12. My patient advocate and I went over, code by code, the line items on my UB-04 form. They showed me how to track down, on the internet, the reimbursement amount for each charge. Remember the $403.68 charge for “IV SUPPLIES” on my itemized bill? Well, it turns out that Medicare doesn’t reimburse that cost code – those supplies are not billable. Those supplies are included in numerous other services – like the cost for the antibiotic, the cost for administering the IV, etc. After the reimbursement for each line item was determined on my UB-04 form, I had a total – as calculated by industry standards. The total cost of services being billed to me for my emergency room visit came to a little less than $400!


9) CALCULATED FAIR AND REASONABLE CHARGES: There is an industry standard for calculating fair and reasonable charges. Fair and reasonable charges ensures the hospital receive a profit on their cost. Here is the formula: The amount that Medicare would reimburse the hospital + 25% to 50%. So, in my case, we know that the cost of services were – and we’ll round it up - $400. Add to that, 50%, which is $200 - and the industry standard, for fair and reasonable charges for the services that I received, was $600.

10) OFFERED A SETTLEMENT: Between what my insurance company and I had paid, the hospital had already received $905 at this point – already recouping a 125% profit – as determined by industry standards. I went back to the hospital and insisted that I settle with them, not the collections agency. They complied. I chose to offer an additional 100% profit, giving them a 225% profit on cost of services, to ensure that the hospital does well. They denied it. Instead, they offered me an application for financial assistance.

The silver lining is that I somehow qualified for an 80% discount on my bill. They offered me a settlement of $348. I took it. This does not get them off the hook for their enormous over charges, but it does allow me to settle with them what I considered to be fair and reasonable.

“We can charge anything we want”, I was told by Crystal Crowe, Financial Supervisor at the hospital. Cedars-Sinai Medical Center netted in excess of 190 million dollars in 2007 - which I applaud. I feel secure knowing that there is a reputable, well funded hospital nearby. I just want to pay fair and reasonable charges for the services I receive from them.

I know that there is much talk of overhauling the health care system – but until it is changed, this is what we have to encounter. Here’s hoping that this information can help other people navigating through the existing system.

Then you have two others who I found it odd to be voting for this. New Hampshire’s Kelly Ayotte and Wyoming’s John Barrasso. I guess I should have known better about those two also.

Was Obama’s offer serious? No, of course not, nor was Obama’s last budget which got defeated 99- 0  on the Senate floor, last May.
And so on the Senate floor, Wednesday,  Senate Minority Leader Mitch McConnell proved it by offering to give Democrats a chance to vote on Obama’s joke of a proposal:
Reid called McConnell’s offer a Republican “stunt,” but how is bringing Obama’s offer to the floor a “stunt”? Is not the proposal itself,  with it’s tax hikes, increased spending, and elimination of the debt ceiling a stunt, or a really bad joke?(even though McConnell did laugh at it.) Isn’t Reid really objecting to the exposure of the President’s bad joke and bad faith to the public, (even though the MSM will do its best to bury the news of it?)

Think about that.  The President of the United States, a Democrat, crafted a fiscal cliff package that would give him everything he wants.  It has tax hikes on the rich.  It has huge tax hikes on investments and estates.  It has more stimulus spending.  It has no meaningful, specific, or guaranteed spending cuts. And it compels Congress to cede control of the debt ceiling to him.  This is “fairness” on steroids.  The Senate’s top Republican proposed an up-or-down vote on everything the president wants, yet Democrats, who control the upper chamber, instantly blocked it.   By what definition is it a “stunt” to hold a vote on the president’s full, public plan?  The White House has insisted it’s a serious document, yet Hill Democrats don’t want it to see the light of day.

RABAT, Morocco (AP) — The official Moroccan news agency says the north African country's honorary consul in Aleppo, Syria, has been killed by armed men as he left a hotel in the city.
The MAP agency, citing unspecified relatives of the honorary consul, reported Wednesday that Mohamed Alae Eddinne was killed the previous evening after armed men in a taxi attacked him among a group of his friends.
MAP says another person was also killed during the attack, without elaborating. The report said Eddinne, a Syrian national, was born in 1961 and had been the honorary consul of Morocco since 2001. Such posts are largely ceremonial.
Morocco is preparing to host next Wednesday a meeting of the Friends of Syria, an alliance of countries backing the rebels battling Syrian President Bashar Assad's regime.

Syria’s military has loaded chemical weapons into aerial bombs for possible use and is waiting for authorization from Syrian President Bashar al-Assad, NBC News and Fox News report

The military has loaded the precursor chemicals for sarin, a deadly nerve gas, into aerial bombs that could be dropped onto the Syrian people from dozens of fighter-bombers, the officials said. As recently as Tuesday, officials had said there was as yet no evidence that the process of mixing the “precursor” chemicals had begun. But Wednesday, they said their worst fears had been confirmed: The nerve agents were locked and loaded inside the bombs.

U.S. officials stressed that as of now, the sarin bombs hadn’t been loaded onto planes and that Assad hadn’t issued a final order to use them. But if he does, one of the officials said, “there’s little the outside world can do to stop it.”
Secretary of State Hillary Clinton warned Assad that by using chemical weapons would sign the crossing of “a red line.”
Speaking at NATO headquarters in Brussels on Wednesday, Clinton said the Syrian government was on the brink of collapse and said “an increasingly desperate Assad regime” could turn to chemical weapons.
“Ultimately, what we should be thinking about is a political transition in Syria and one that should start as soon as possible,” Clinton said. “We believe their fall is inevitable. It is just a question of how many people have to die before that occurs.”

“Sarin gas was most famously used by Saddam Hussein against the Kurdish town Halabja in 1988, which left thousands dead. The nerve agent was also used in a terrorist attack that kill 13 people in Tokyo’s subway system in 1995,” Huffington Post reports.
Syria has “60 days to use these bombs until the chemical mixture expires and has to be destroyed,” according to Fox News.


Introduction
In recent months a lot of attention has been focussed on Jihadists in Syria. The term is a little controversial because it equates Jihad (‘struggle’), which is a concept adopted by all practising muslims but subject to various interpretations, with the aims and methods of a much narrower group of people, namely violent Sunni pan-Islamists. Many Syrians now see themselves as fighting Jihad but most are not Jihadists because their war is a local revolutionary struggle of self-defence and self-determination rather than part of a global struggle to establish a unified fundamentalist Islamic state. Nevertheless, we will use the word, despite it’s limitations, because it is in common usage among those discussing this issue and because of the lack of a widely-accepted alternative. (For more on this, please see my older post:https://pietervanostaeyen.wordpress.com/2012/10/30/some-thoughts-about-Jihadism/) This note is an attempt to set out and share some of what we know about Jihadist groups active in Syria, particularly the group that has achieved the most prominence so far, Jabhat an-Nusra.
Background
Syria was one of the main transit countries for fighters who were going to fight in Iraq, many of them Jihadists. The Syrian regime played a role in the flow of fighters, sometimes making their passage easier and other times closing the borders and restricting their flow. Many of these fighters were themselves Syrians. This included some Islamist prisoners at Sednayah who were freed by the Assad regime to go to fight in Iraq between 2003 and 2006. The regime facilitated this flow for a number of reasons. It provided a way to strike at the Americans and challenge George Bush’s “Greater Middle East project”, it reduced the number of Jihadists inside the country and also identified them to the Syrian security services who infiltrated the movement with their own agents. So, to a large extent the Syrian Jihadists fighting in Iraq were penetrated and regulated by the Syrian regime. However, the regime never exhibited total control over these groups. For example, it is believed that Sheikh Mahmoud Qul Aghassi, who was involved in recruiting and sending fighters to Iraq, was assassinated in Aleppo in September 2007 by another Jihadist because of his links to the Syrian security forces.
Over time, lack of funding and waning local support forced most of the Jihadists to come back to Syria, bringing with them their experience in fighting an insurgency. Many of them were arrested by the Syrian security service when they returned despite promises this wouldn’t happen, leading to a sense of betrayal. Islamist prisoners who had fought in Iraq played a leading role in the Sednayah prison riots and subsequent massacre during the summer of 2008.
Then in March 2011, inspired by the success of movements in Tunisia and Egypt, Syrians also began to take to the streets, demanding change. In particular, the regime’s heavy-handed response in Dara’a fuelled the spread of protests to all major cities by Friday 25th March. With the protests becoming a serious challenge, beginning on 26 March 2011, the Assad regime began releasing Islamists being held prisoner in places like Sednayah. One of the most high profile detainees who was reportedly freed was Abu Mus’ab al Suri, a Jihadi ideologue who was captured in Pakistan in 2005 and who the Americans are believed to have handed over to the Syrians. Reports on Jihadist forums indicate he had been released by late 2011 but his current whereabouts are unknown.
These releases came at a time when the regime was working hard to discredit it’s opponents as “armed gangs”, “infiltrators” and “terrorists” working for sinister external forces. Rumours began circulating with the effect of spreading division and fear. For example, there was a rumour that the Christian Quarter of Damascus was going to be attacked by “Islamic extremists.” A regime supporter told that he had heard that gangs in the poorer areas of Damascus were abducting and raping Alawite girls with the blessing of Salafist sheikhs. In this way, sectarian insecurities, fears and prejudices were being played upon.
However, despite the rumours and propaganda, despite increasing violence by the regime and, from summer 2011, by increasingly armed opposition groups, there was little evidence of the emergence of Jihadist groups until spring 2012. Since then their numbers and visibility have continued to rise.
Jabhat an-Nusra – the origins
The most prominent of these groups is Jabhat an-Nusra (Nusra Front), which has claimed success in hitting some key targets of the Syrian regime like the Airforce Intelligence base in Harasta and the military headquarters in the Umayyad Square in Damascus. These attacks have demonstrated the group’s strength and effectiveness and have increased it’s popularity. They were formed in late 2011, but the first time we heard about Nusra front was on 24th January 2012 when their leader al-Fateh Abu Muhammad al-Golani announced the formation of the group. The tape didn’t get that much attention because most Syrian activists have tried to maintain the civil and secular face of the revolution and reject the kind of Jihadi language it used. The initial slogans of the revolution called for freedom and dignity and were non-sectarian and unifying (e.g. ‘Syrian people are one’, ‘Muslims and Christians, we all want freedom!’). In contrast, Nusra Front’s image and language suggest a different vision for Syria’s future, portraying the fight against Assad in starkly sectarian and Islamist terms.
Because of these clear ideological differences, much of the opposition was suspicious and slow to pay attention to Nusra Front and their activities. Nusra Front claimed responsibility for bombings in Damascus in April 2012 and the execution of 13 detainees in Deir Ezzor in May 2012, but much of the opposition had already blamed these attacks on Assad’s forces. The waters were further muddied by the bombings in Qazzaz, Damascus. On 10 May 2012 a bomb exploded on one of the capital’s busiest highways during the morning rush hour, close to a branch of the Syrian security forces, and once a crowd had gathered a second larger blast was then detonated. Although the target was supposedly the Palestine Branch, it only sustained some superficial damage to the wall of the compound. Instead the timing of the twin blasts seemed designed to maximise civilian casualties, with at least 55 people killed and dozens injured. A video was released on 11 May 2012 claiming Nusra Front’s responsibility but it was different from the group’s normal statements, which are numbered postings issued by their media wing al-Manarah al-Bayda’, and on 15 May the group had issued a denial. It is not clear who would try to frame Nusra Front for this devastating attack and what their purpose was.
Over time, Nusra Front’s operations have become more daring and most devastating to the regime, successfully targeting well-defended military and intelligence bases. It is clear that they are one of the most organised and effective armed groups and they are operating in much of the country, in Dara’a, Damascus and its countryside and Homs, but they are most active in Deir Ezzor, Idlib and Aleppo. Most armed groups in Syria are deeply rooted in the areas where they operate, drawing most of their members from the local people and often involved in other social activities, such as providing food and other services. In contrast, Nusra Front members do not socialize with the residents in the areas where they operate. They have shown a willingness to fight alongside other groups for the sake of a larger objective, such as to attack Hananu barracks in Aleppo or the attacks on airbases, but they always keep themselves distant even from other fighters. As one FSA fighter told: “they just want to fight and to become martyrs.”
There has recently been a lot of talk about foreign fighters, although nobody estimates them to total more than a few thousand which only amounts to a tiny proportion of the overall number of people fighting against the Assad regime. Neither is it right to presume that all foreigners are Jihadists. For example, the Liwa’a al-Ummah is a battalion formed by the Libyan Mahdi al-Harati including some other veterans from the Tripoli Brigade who fought against Gaddafi. Al-Harati is an Islamist but he and his men are not fighting for an explicitly Islamic state and seem motivated by feelings of revolutionary as well as religious and ethnic solidarity with Syrians.
Nusra Front is a mixture of Syrians and foreigners. The leader of the group is Abu Mohammed al-Golani, a nickname that suggests origins in southern Syria, in Golan, but his real identity remains a secret. Similarly, the names of those taking part in suicide bombings have all been chosen to suggest Syrian origins (al-Shami, al-Furati etc). There were funerals of Syrian members of Jabhat an-Nusra taking place in Idlib province. Nevertheless, from media reports and from first-hand accounts it is known there are people of various nationalities fighting for Nusra Front, including Jordanians, Tunisians, Libyans, Saudis, Chechens and perhaps even some Westerners. It seems likely that some of these Jihadists gained experience from fighting in Libya, Chechnya, Bosnia, Afghanistan and Iraq.
So, in conclusion, Nusra Front represents the best organised and most effective of the growing Jihadist groups in Syria. While the FSA gets it’s strength and legitimacy from local support, and is therefore sensitive to public opinion among it’s constituency, Nusra Front keeps itself aloof from Syrian society. While it puts a lot of effort into presentation, it doesn’t seem to care about being associated with brutal actions like the mass execution of detainees, or causing civilian casualties, like in the bombings in Saadallah al-Jabri Square in Aleppo. Their Islamist Jihadi image scares many Syrians and they continue to be viewed with suspicion by many activist groups. However, even as they alienate and worry some sectors of Syrian society, their uncompromising stance and effectiveness in hitting the regime hard is winning increasing support among a brutalised and radicalised population.
Recent actions
On November 30th the Washington Post posted an article on the increasing role of this al-Qaeda affiliate in Syria. The Nusra Front has somewhere between 6,000 and 10,000 fighters, according to officials of an non-governmental organization that represents the more moderate wing of the Free Syrian Army (FSA). They say that the group now accounts for 7.5 percent to 9 percent of the Free Syrian Army’s total fighters, up sharply from an estimated 3 percent three months ago and 1 percent at the beginning of the year.
The estimates are rough, but are based on the reports of the Military Council of the FSA. In reports sent this week to the US State Department, they offered a detailed breakdown of the extremists’ growth:
* In Aleppo, the Jabhat force is reckoned at around 2,000, mostly in the al-Bab area, northeast of the city. This estimate is based partly on reports from a doctor in the area who has treated injured fighters. The total FSA presence in the Aleppo area is about 15,000.
* In the Idlib province, west of Aleppo, Jabhat’s ranks number 2,500 to 3,000, or about 10 percent of the total number of FSA fighters there.
* In Deir Ezzor, to the northeast, the extremist group has about 2,000 of the FSA’s total force of 17,000, according to the reports. Among Jabhat an-Nusra’s most spectacular operations were recent seizures of the Al-Ward oil field and a Conoco gas field, the reports said.
* In Damascus, the Jabhat an-Nusra force is somewhere between 750 and 1,000. Another 1,000 fighters are spread around the country in Latakia, in northwest Syria, Homs in the center and Dara’a in the south
In the meanwhile, it is reported that Jabhat an-Nusra fighters gained control on several SAM-rockets and effectively using them, downing several government helicopters. Another recent report pointed out they even succeeded in capturing some, fully operational, tanks. Sadly, as they gain more and more power in the ranks of the FSA, they succeed in commiting more attrocities. It is known that the an-Nusra fighters do not shun to use extreme violence on their prisoners. Reuters, on November 30th, reported on a video in which about ten unarmed – supposedly government – soldiers where brutally executed.
I post this video, because this is exactly what al-Assad means when he’s talking about terrorism in Syria. If the West fails to act appropriately, the war in Syria will create another swamp in which humanity has no place left; a swamp in which an eventual intervention will be smothered. Remember the high days of Abu Musab az-Zarqawi in Iraq ? Well, we might just be at the doorstep of a new era of extreme Jihadism in a failed state …

MAARET MISREEN, Syria (AP) — A year ago, a soft-spoken sweet shop owner from this poor Syrian town got together with his little brother and eight friends to declare war on President Bashar Assad.
They didn't have enough guns to go around. Their leader, 35-year-old Mustafa Filfileh, had no real military experience and little idea how to face one of the Mideast's strongest armies. He didn't even know how to drive.
They learned fast. On Nov. 17, the brigade called "The Beloved of Allah" braced for its biggest challenge yet, making it clear how far its members had come and how far the war had brought them from their former lives.
Men who once sold real estate, laid bricks, wore suits and treated sick farm animals armed themselves with vests laden with ammunition, hand grenades and pocket-sized copies of the Quran. After a two-month siege, they planned to storm a major military base in one of the larger coordinated attacks of the uprising.
It was late 2012, the year that Syria's uprising outpaced the other Arab Spring revolts to become the longest, deadliest and most brutal, killing more than 40,000 people and chasing more than 1 million from their homes.
During the past year, scores of rebel brigades across Syria like The Beloved of Allah have evolved from hapless bands of lightly armed men into formidable fighting groups, shifting the balance against Assad's military. This progress has been marked in recent weeks, with rebels storming military bases and claiming to shoot down government aircraft with newly captured missiles. The government has continued to strike rebel areas, and activists accused it last week of blacking out Syria's Internet for two days.
As the rebels racked up successes, their leadership in exile reorganized under pressure from the West and was recently recognized as Syria's sole legitimate representative by France, Britain and several Arab states. U.S. officials say the Obama administration is moving to do the same.
However, this new leadership body has little traction with the rebels inside Syria, many of whom have evolved during 20 months of conflict from civilian protesters into hardline, Islamist fighters. The shift among rebel groups toward a more militant Islam will likely alienate them from other Syrians and from Western nations that could provide badly needed military aid.
The transformation of The Beloved of Allah, now 150 men strong, was documented in hours of interviews and days spent with the group in June and November 2012, plus dozens of videos shot by its members.
"Our only allegiance is to Allah," Filfileh told his fighters before they attacked the base. "Victory or martyrdom, God willing."

The Beloved of Allah began with ten men, five rifles, one rickety machine gun and a few rocket-propelled grenades soon discovered to be duds. It was born in Maaret Misreen, a town where tractors and motorcycles outnumber cars in Idlib province, a center of rebel activity along Syria's northern border with Turkey.
The town first protested in April 2011, one month after the uprising began in the southern city of Daraa. Filfileh, well-liked by the young men who hung around his sweet shop, helped organize.
Filfileh, then 33, wasn't overly religious, sporting a trim beard and often missing some of the five daily Muslim prayers, his brother Mohammed said. He never cared for politics, but joined the uprising to fight a hereditary regime he felt had done little for poor Sunni Muslims like him.
Syria's Sunni majority forms the backbone of the opposition while Assad's regime is dominated by minority Alawites — an offshoot of Shiite Islam.
Through 2011, that regime resorted to increasingly brutal tactics to crush the spreading dissent. By December, Filfileh decided that protesters needed arms, a conclusion reached by many across Syria, starting what would become the Free Syrian Army.
His men pooled their cash to buy guns. They traded a rifle for a van stolen from a security officer, painted it black and adorned the back window with the Muslim declaration of faith, the shehada, a central tenet of the religion that the devout recite in prayer and before traveling, sleep and death: "There is no God but Allah and Mohammed is his prophet."
The hood bore their new name: The Beloved of Allah Brigade. The name was inspired by a protest chant about martyrs killed fighting the enemy.
Their first operation was to blow up the house of a Muslim sheik who was arming local residents to fight the opposition. It failed, sparking a two-day clash in December 2011 that killed six people, including Filfileh's brother Ahmed.
"After the battle with the sheik, the whole town rose up and gave up on peaceful means," said Mohammed Tallal, an early member. "It was as if the protesters were tricking themselves."
Young men flocked to the group, leaving their old lives behind. Mohammed Akram, 24, abandoned the suits he wore as an accountant at a brick factory. Abdullah Qadi, 25, dropped his dream to be a professor of veterinary medicine. Abdullah Biram, 23, quit his university business degree. His mother, a teacher, bought him a rifle.
The group's oldest fighter, Mohammed Ibrahim, 41, nursed a grievance. When he was a boy, security forces broke into his home to arrest his father, whom they suspected of belonging to the banned Muslim Brotherhood.
"I woke up, saw them and wet myself," he said. "Since then, I've hated the state."
They started small.
"At first we couldn't attack checkpoints, so we did what God gave us the power to do," Tallal said.
They ambushed security officers to steal their cars, sometimes kidnapping them until they promised to leave the regime. Filfileh learned to drive, rushing wounded people to the Turkish border in his black van and ferrying back guns when he could find them. He rarely visited his wife and five children, but argued with his brother Mohammed when he tried to join the group, Mohammed said. Filfileh felt one of them had to stay alive to support the family.
The Beloved of Allah remained weak.
By June, they were hiding from the army in an unfinished, one-room farmhouse. One wall displayed seven of the group's dead, their faces imposed over a photo of the Grand Mosque of Mecca.
Most days, they'd sleep in, then while away the afternoon drinking tea, smoking and complaining about their lack of ammunition. On hot days, they'd don shorts and swim in the farm's irrigation tank.
They had little idea how to get better arms or challenge Assad's tanks.

Through mid-2012, rebel power grew and Assad's army ramped up its response.
Relentless government shelling leveled neighborhoods and killed hundreds. Regular reports emerged of mass killings by the regime or thugs loyal to it, pushing more Syrians toward armed struggle. The government, which often calls the opposition terrorist gangs backed by foreign powers, denied any role, and does not respond to requests for comment on its military. The rebels, too, were accused of atrocities.
Fueling the rebel advances were breakthroughs in arms and organization. Rebels seized a large swath of territory along the Turkish border, and different brigades and groups came together to carry out bigger attacks and solicit funding.
The Beloved of Allah rode this current. In August, Filfileh coordinated with other rebel groups to attack an army convoy heading to the Bab al-Hawa border crossing with Turkey, hauling off machine guns, rifles, rocket-propelled grenades and more ammunition than they'd ever had. He also associated his group with the Farouq Brigades of Aleppo, an umbrella group.
Farouq bought regular supplies of ammunition from arms dealers in Turkey and Iraq with aid from abroad. In return, the Beloved filmed its victories against the regime and claimed them for Farouq to solicit further aid.
All the while, the war was growing more sectarian, with the Sunni Muslims who led the revolt becoming increasingly dominated by Islamists. Extremist groups also waded in, terrifying Syria's Christians, Alawites, Shiites and other minorities.
As the war dragged on and the rebels lost more friends and family members, Filfileh and his men, all Sunnis, increasingly sought motivation and solace in the only ideology with any traction in their patch of rural Syria: Islam. Filfileh grew out his beard, spiced his speech with increasingly religious rhetoric and wore black, Afghan-style outfits, adopting the image of a fighter in jihad, or holy war.
In September, The Beloved coordinated with a half dozen other groups to besiege the 46th Regiment of the Syrian army, near Aleppo. The group had never worked so closely with so many other fighters or tried to take a major military base. They hoped its fall would provide them with valuable booty.
After one failed raid, they realized they didn't have the firepower to take the base. So they divvied up the territory, cut the supply lines and braced for a long wait.

The Beloved of Allah held a section near a gated community of luxury villas they assumed belonged to rich businessmen and government officials. They settled into a stately, white villa with a columned entryway, a grassy, tree-lined yard and a swimming pool half full of green water and trash.
"The first time I walked into this villa, I saw that four of its doors were worth more than my entire house," said Qadi, the veterinarian.
The place had three stories, but the fighters stayed on the ground floor, hoping the house wouldn't totally collapse if the government bombed it. The army shelled the area regularly and most of the house's windows were blown out. But the ground floor had a fireplace to keep it warm and a foosball table to fill idle days.
Militarily, the group had advanced much. Instead of wasting ammunition in frequent clashes, they put snipers in the villas overlooking the base to cover more ground with fewer bullets.
"If you can't destroy a car or shoot a solider and kill him, don't fire," Filfileh said.
One afternoon, the scraping sound of a fighter jet filled the villa. Fighters rushed in, fearing an airstrike.
"To the trucks!" Filfileh yelled.
Within minutes, trucks with anti-aircraft guns blasted at the jet. It dove and struck nearby, sending up a huge cloud of gray smoke.
The rebels downed two jets and sent another away smoking, Qadi said. He had a video of a flaming L-39 training jet falling from the sky, and another of rebels chanting over its wreckage. The videos and claims could not be independently verified.
As the siege drew on, scores of soldiers defected from the base, reporting that morale inside was low and food was short, Qadi said. The helicopters dropped packages of bread. Sometimes, the bread fell to the rebels.

When the attack on the base finally came, Filfileh called his men together.
Many had long hair and scruffy beards and laughed at how different they looked from their clean-cut selves in old ID photos. They wore camouflage uniforms and black headbands with "There is no God but Allah" embroidered on their foreheads.
Filfileh told them to look out for each other, to fight to the death and to take no prisoners. He said they were fighting for everyone who had been killed or wounded during the uprising. But he framed the fight in stark religious, not political, terms.
"We are heading out for the same goal, all of us," he said, stroking the black beard that now reached his chest. "We are not heading out to topple the regime. We are heading out to raise the banner 'There is no God but Allah.'
"If anyone is martyred, it is because God chose him," he said. "He only takes those whom He selects, the beloved of Allah."
Amid chants of "God is great!" they headed for the base. They stormed their assigned barracks and caught two government soldiers. They were questioned and "eliminated," said Akram, the former accountant.
By dawn, the rebels were clashing with soldiers in another barracks further in. Filfileh and 10 others came under fire and took cover behind a dirt mound. They lay on their chests, shooting at soldiers so close they could shout to them.
And shout they did. "Hey you dogs! Come have a cigarette!" Akram yelled, making his colleagues laugh. "Let me take you for a ride in my pickup!"
The base was falling, and the mood was buoyant. Just then, Filfileh told Akram to get him a rocket-propelled grenade.
When Akram returned, Filfileh was lying face up in the dirt, blood rushing from his forehead.
"Cover! We need cover!" Akram screamed into a walkie talkie. "Filfileh is wounded!"
The fighters carried Filfileh to a van, which raced to the Turkish border. Filfileh lay still on the floor, eyes open, with blood pooling under his head as fighters yelled his name.
At one point, he lifted his index finger in a sign of oath and mouthed the shehada: "There is no God but Allah and Mohammed is his prophet."
"He became a martyr next to me!" a fighter wailed. "Filfileh became a martyr!"
That night, the base fell.

The next night, the Beloved of Allah collected at the old farmhouse where they once hid from the army. The place had changed little, other than the new martyr photos on the wall.
The rebels had lost about 10 men in the battle, and Filfileh was badly wounded. But some 500 rebel fighters had routed the government soldiers, taken about 50 prisoners and made off with more booty than any could recall seeing in north Syria, including tanks, rocket launchers, armored vehicles, artillery guns and truckloads of munitions.
The survivors laughed when asked about their past or future lives.
"I try to ask myself where I'll be after the revolution and I can't imagine myself anywhere but in the grave," said Qadi, the veterinarian, who had planned to become a university professor before the uprising. "I've forgotten everything that came before."
Tallal invoked religion.
"If God permits, we could reach the presidential palace or we could all be martyred in the same battle," he said. "We depend only on Allah."
Filfileh was rushed to a hospital in Turkey, where surgeons stopped the bleeding from the bullet that had blown through his skull. Now he is conscious, can speak and says he will return to fight in Syria.
His doctor says he'll be released on Monday. Only time will tell if he'll walk without a cane.

Iran presents many challenges to regional and national security. The UN has exhausted many resolutions to those ends to bring Iran into compliance over nuclear technology that Iran has not respected, regarding nuclear proliferation for the purposes of defense weaponry and armament.

Of particular concern has been Iran’s advancement of its nuclear program over the past year, that Iran insists is for peaceful purposes, for cancer treatment in fact. Yet last December, Iran was on the verge of developing its first nuclear defense weapon. Pre-emptive negotiation began with Iran, but by March of 2012, Iran declared that it was fully nuclear: meaning Iran was not only energy independent, but Iran was completely capable of crafting a nuclear weapons arsenal.

Charged rhetoric against Israel elevated those fears, going into the 2012 Summer Campaign season, so much so that Obama continued to enforce sanctions on Iran’s oil through Kenya and Britain, while attempting to shut down Iran’s Central Bank, until he was nearly brought up for a Senate Impeachment vote for starting a trade war over Iranian oil that was crippling our economic growth.

This not only affected our economy, but that of Iran and Iraq, as well as other trade partners in the world. This set the stage for a bitter meeting with the UN and negotiations face-to-face with Iran that Obama broke his promise to have with Ahmadinejad. Concerns began to mount that Hezbollah would take advantage of Middle East turmoil and acrimony with the Ayatollah to stage a coup on Ahmadinejad and attain the weapons or the technology recently crafted.

While Obama insisted on using P5+1 negotiation, he increased tensions that nearly escalated the United States into war with Iran prior to the 2012 election:

To avoid war, the Tea Party Chief insisted that Ahmadinejad speak out to the Press about his feelings about Israel, the United States, Obama, current issues, and the nuclear program to clear the air since Obama flatly refused to negotiate and instead chose to ride the tide politically to manipulate foreign policy on several fronts:
  • Benghazi was another one of these instances, where Obama abused his power, after being restricted from authoritative command and veto power.
  • Ahmadinejad warned the Council that the United States was supplying weapons to Syria, somehow, without the knowledge of the American people or input from Congress.
  • A month prior to the Benghazi Consulate attack on the 9-11-01 eleventh anniversary memorial and remembrance, the assumption was that the CIA was involved in the matter of supplying arms to Syria, and not directly reporting to the military or an action of special interest by Obama.
  • However, what Ahmadinejad reported was true; Al Qaeda on 9/9/12 announced that they were taking Syria for their own, so there was active intelligence and a complaint brought to the Council prior to the lies that UN Ambassador Rice told to the American people about a video, in her attempt to prevent Obama being found out and losing the election to impeachment and foreign policy scandal.

While this scandal roiled, Ahmadinejad engaged in provocational acts and conspiracy to make war:

  • Ahmadinejad became increasingly withdrawn from the Council. (The Council meets daily at 7:33 AM and PM EST, 10:50 AM and PM EST as designated by #GCC tracers on Twitter to discuss reports, news articles, and draw consensus. The Council also meets periodically throughout the day and reports to the military and CIA Press Office.)
  • Ahmadinejad failed to sign the nuclear agreement to secure the technology on 9/20/12. Immediately, Kenya and other countries were on a heightened state of alert.
  • Particularly, Ahmadinejad’s motives became evident after United Nation’s Day, on 10/24/12, when Iran was formally recognized for its Sovereignty and right to self defense over terrorism in the region and potential coup, being shown due and proper respect and asked to sign the security agreement in exchange for a year-long peace accord.

  • Iran became increasingly despondent over Council participation, because the Council stretched their capacity for integrity on the Iran and Hamas-Hezbollah alliance. Also, the Council challenged Iran’s personal ties to Assad in Syria. This process in known as peer mediation.
  • Iran clearly put their alliances first, and their Sovereignty as secondary and subjugatory to regional concerns and personal ties. On 11/11/12, Iran delivered a suspected WMD to Assad, just before the ceasefire and default state of war ensued on 11/14/12 (when Assad was required to surrender and let the Syrian National Coalition be recognized as the representative of the people of Syria per prior UN resolution efforts; 3 brokered transitional plans proposed by Envoy Annan, Envoy Brahimi, and China, and then finally a concerted effort by the United States, France, Britain, and the Global Counterterrorism Council to recognize SNC as legitimate government to end civil war and the resulting genocide).
  • Iran in backing Assad, then sacrificed their strides toward world peace on the altar of power and loyalty to terrorist organizations and genocidal government in arming Assad with a WMD he purportedly buried under the palace.
  • The clearest violation by Iran of the petition and proposed peace accord was a drone delivered to Hamas-Hezbollah, just prior to the Israeli-Gaza conflict, touched off by the assassination of top Hamas Chief Ahmed Al-Jabari. Most likely Jabari’s death was over this illicit arms trade and use of it in the region, violating airspace and national security concerns Israel has had for some time about the building tensions of regional conflict.
  • Then Iran turned to delivering a suspected WMD to Syria, because Assad had failed to secure his country, turn over Al Qaeda, and continued to kill his own people to remain in power.
  • Iran practiced meddling with Hamas to create a diversion with Israel, to take the heat off Assad and to pull Palestinians away from the front lines of Syria to practice attacks on Tel Aviv and Jerusalem.
  • Dual plots emerged which implicate Iran orchestration: Tel Aviv and Jerusalem were struck with rockets for target practice, and will be struck again, but next time it will be with a nuclear weapon, and the launch point likely Damascus after the fall of Assad.

Iran has not been using inspected sites, but has restricted inspectors from a clandestine lab.
Unsure what inspectors would find, the media and national intelligence was tipped off to a location. Ahmadinejad was promptly told to move the lab or lose what he was making, and Ahmadinejad promptly responded by closing the facility within the 2 week time frame and delivered what he was working on to Assad.

Reasons for removal from Council:
1) Withdrawing from participation - after 10/24/12 over the past month, Ahmadinejad rarely talks to the Press and did not sign the security agreement on 9/20/12, 10/20/12, 11/20/12 within the required 60-day window or respond to an overture to do so for a year long peace accord by 11/24/12, a grace period given for Ashura holiday.
2) Blatant hypocrisy - accusing the United States and its allies of meddling in Syrian conflict, while simultaneously supplying a drone, weapons, and soldiers to Hamas and to Assad, while using a Hezbollah presence along with Russian soldiers and weapons to assist Assad’s Army to kill civilians in Syria. Some say over sectarian ventures, others say solely for power and domination.
3) Cloaking corruption - under the guise of government and potential coup, Ahmadinejad provided a cover of complaints, in order to act covertly on behalf of advancing his own interests and Assad’s interests to remain in power, rather than in the interest of national security, world peace, or for the good of his people in Syria or the people of the Middle East.
4) Supplying weapons and comfort to terrorist organizations - contrary to Iran’s recognition of non-governmental militias, Hamas and Hezbollah are recognized globally as terrorist groups, so this is not only against Council rules, but international laws.
5) Exploiting peace processes and negotiations to engage in provocational acts and conspiring to make war - in a dual plot on Israel, Iran used Hamas-Hezbollah alliance to practice an attack during the Gaza-Israeli conflict, and then plans to duplicate it later with nuclear weapons.

Iran’s Revolutionary Guard is alive and well in the U.S. and the country’s law enforcement officials ignore them at their peril, according to former U. S. Air Force officer Steven O’Hern.
O’Hern says that the Revolutionary Guard, long an influential factor in the radical Islamic regime in Iran, does most of its surveillance and intelligence gathering through its proxy force, Hezbollah, considered by many to be a terror group.

“In the United States, the Revolutionary Guard uses more than one approach. Hezbollah operatives and sympathizers are present in large numbers in many parts of the United States and actively conduct reconnaissance missions that develop information, photographs, and diagrams of federal buildings, and infrastructure targets,” O’Hern said.
“Those targets include such things as water utilities or electrical substations, and other potential targets to give the Guard the ability to quickly order a terrorist strike in our homeland,” O’Hern said.
He explains that the Revolutionary Guard is working through Shi’a mosques around the United States as well as the nation’s Lebanese immigrant communities.
WND previously reported that a former Iranian official who has knowledge of Iran’s terror network estimated there are more than 40,000 of the regime’s security, intelligence and propaganda forces in the West, largely in friendly South American nations.
And WND has reported that Muslims are using mosques, including some in the United States, as terror command centers.
It is the Guards’ intelligence office that runs financing, recruiting and other strategies through Islamic centers and mosques, including some in New York and Ohio.
And as early as several months ago, the Guard threatened to bring its war to the shores of the United States.
O’Hern, who has written “Iran’s Revolutionary Guard,” about the issue, said the primary mission of the Iran Revolutionary Guard and its Hezbollah proxy is to weaken the U. S. national security.
“In the United States, the Revolutionary Guard and Hezbollah have a long-term mission of gathering intelligence on homeland targets and maintaining the capability to deliver multiple terrorist attacks if the IRGC chooses to do so,” O’Hern said. “I say ‘maintain’ because the Guard has already developed it.”
He said attacks could be ordered in retaliation if Iran’s nuclear program is hit, or, “Sleeper cells could even be ordered into action if economic sanctions were so successful that the regime was in danger.”
“Attacks against the U.S. homeland are only one place where the IRGC can strike – it also can attack U.S. troops and facilities in Afghanistan, Africa, Europe, all of which are closer,” O’Hern said.
O’Hern’s findings are affirmed by the analysis of a former Defense Department analyst who has asked not to be named for security reasons. The analyst points to the major Arab-American communities in the major cities, especially in Dearborn, Mich., and the San Francisco Bay area.
“It is my sense that IRGC will rely more on Hezbollah in the U.S. than having their own operatives here. The reason for that is Hezbollah presence is primarily through the concentration of the Arab-American communities, mainly Lebanese, throughout the U.S., such as in Michigan and elsewhere,” the source said.
Former FBI counterterrorism officer and Islam analyst John Guandolo agrees that the Revolutionary Guard has a presence in the United States, and it operates through the major Shi’a communities.
“This is the Iranian government’s military activity in the U.S,” he said.
Guandolo, who established Guandolo and Associates in 2012, says that when it comes to working to undermine non-Muslim countries, Shi’a and Sunni Muslims work together.
“We do know the Sunni and Shi’a groups that are hostile to the United States are working together. In Lebanon, Iraq, and other places we see Hezbollah, by Iran, and Hamas with al-Qaida, working together on the ground,” Guandolo said.
“In the United States, the largest Muslim Brotherhood organization, the Islamic Society of North America, put forth the ISNA Code of Honor which says Sunni Muslims will not challenge other Muslims, the Shi’a, on their Takfiri, their legitimacy,” Guandolo said.
“All Muslims are focused on a similar goal. In other words, the Muslim world is working towards one goal right now and they have written agreements and are working on the ground around the world together,” Guandolo said, “So, yes, Hamas, CAIR works with Hezbollah, which is basically the IRGC.”
The former Defense Department analyst says the Revolutionary Guard operates the same way worldwide.
“That is similar in Africa and Latin America. Like Iran, Hezbollah is mainly Shi’a, although it will have some Sunnis and even some Christian Lebanese who are sympathetic here,” the former Defense Department analyst said.
“There is a major Hezbollah contingent, for example, in Canada. It would be much easier for Iran to work through them and the extensive Lebanese communities throughout the U.S. than to seek to establish a major independent presence,” the Defense Department analyst said.
Still, he said, it’s possible that the IRGC itself may have operational units working in the United States.
“However, I don’t doubt that IRGC may have some operatives here acting as liaison with the Hezbollah elements here. In Lebanon, the IRGC presence is more open with representatives working out of the Iranian embassy in Beirut,” the Defense Department analyst said.
A former CIA station chief agrees, concluding that in the final analysis, Muslims will work together in combating their major enemy, the United States.
“Like al-Qaida in Sunni mosques, any Lebanese Shi’a or Hezbollah member here is a de facto Iranian Revolutionary Guard Corps terrorist. Some 20 percent of all mosques in the U.S. are Shi’a, therefore they are de facto representatives of the Revolutionary Guard,” the former CIA station chief said.
O’Hern says that the IRGC and Hezbollah fund their operations through a set of illegal activities.
“Hezbollah harvests large amounts of money from the United States to support its operations – millions of dollars from criminal enterprises such as narcotics trafficking, the sale of counterfeit goods, and financial crimes are sent back to Hezbollah from our country every year,” O’Hern said.
WND reported in September 2011 that IRGC proxy Hezbollah had been suspected of funding operations by raising money through the network of U.S. Shi’a mosques located in cities with large Lebanese immigrant populations.
Former Air Force and State Department security officer Dave Gaubatz says it appears the reason for raising money is to give money to Hezbollah.
The FBI and the IRS were unavailable for comment on this story. Congressional representatives and federal regulatory agencies also contacted about the issue either referred WND to another office or refused comment.

Marine special operations team member awarded Navy Cross

CAMP PENDLETON, Calif. –  Navy Secretary Ray Mabus on Monday honored four members of a Marine special operations team in a rare public ceremony for those who have served in the covert forces.
In a ceremony at Camp Pendleton, Calif., Mabus awarded Marine Sgt. William Soutra Jr. the Navy Cross, the Navy's highest honor and the military's second highest honor, for tending to the wounded while guiding the platoon to safety during an attack in Afghanistan's Helmand Province in July 2010 that spanned over two days.
Three others on his team, including a Navy corpsman, were given Silver Stars.
Often the heroic actions of those on special operations teams are only known to each other and the leadership because of their covert work on classified missions.
"This is a chance to recognize people who don't get recognized much," Mabus said.
Soutra was a canine handler with a Marine special operations team when they were ambushed. After the team's assistant leader was fatally wounded by an enemy explosive during the ambush, Soutra jumped into action, repeatedly running into the line of fire as he helped direct troops to defend themselves and fight off the enemy, Mabus said.
At one point, the 27-year-old Marine from Worchester, Mass., placed a tourniquet on a wounded commando, before dragging him to a ditch for cover. He worked tirelessly for more than an hour after the initial blast and helped carry casualties through the sporadic gunfire, officials said.
His military dog stayed attached to his side during the ordeal. The dog had to be put down more than a year ago because it had cancer.
Maj. James Rose, Staff Sgt. Frankie Shinost Jr. and Navy Corpsman Patrick Quill were given Silver Stars for their actions that day.
The four men called it a horrible day because they lost their element leader, Staff Sgt. Chris Antonik.
"Every day I think about Chris," said Soutra, calling him a close friend and great warrior.
Soutra vowed to try to carry on as the kind of warrior that would make Antonik proud.

An average of 4-5 bags can be collected on foot per hour.
At this rate, 50-60 hrs. was spent cleaning up this area over the course of a year.
To pay someone minimum wage to complete this task would cost the county $350-$420 per year.

This expense significantly and easily quadruples to taxpayers, if community service transfers prisoners, the cost of guard labor and gasoline, and this is just one road in the county, where vandals have not been prosecuted or fined.

One road can cost the county $1200 per year to maintain when littering laws are not enforced, or when citizens do not take the initiative to save tax dollars by cleanups and filing internet reports online.

(This does not include the additional cost of calling an officer to draft a formal complaint or issue a warrant for the damages: $180-$200 per report)

A fair estimate would cost taxpayers to have a uniformed officer to file a monthly report/serve a warrant $2200-$2500.
The total cost to taxpayers for this type of damage and littering is $3,400-$3,700 and this is not including the cost to property owners in repairing their vandalized mailboxes.

All of this money with Henry County being $10 million in debt is better served balancing the budget and on education, but especially resurfacing roads!

Jack Brooks, an irascible, cigar-chomping former Texas congressman who over 42 years defied fellow Southerners to support civil rights, investigated abuses by Presidents Nixon and Reagan and repeatedly attacked government waste, down to the cost of wrenches, died on Tuesday night in Beaumont, Tex. He was 89.

Mr. Brooks rose in Congress under the tutelage of two revered Texas Democrats, Speaker Sam Rayburn and Lyndon B. Johnson, both as a senator and as president, and became a swashbuckling Texas character in his own right. His politics were pro-labor, pro-gun, fiercely partisan and boldly unapologetic, particularly when it came to funneling federal funds to his East Texas district.
He played a supporting role in one of the most famous news photographs of the 20th century, that of Johnson being sworn in as president on Air Force One in Dallas after President John F. Kennedy was assassinated on Nov. 22, 1963. Mr. Brooks, who had been in the presidential motorcade, stands behind Jacqueline Kennedy.
He had run Kennedy’s 1960 presidential campaign in his district, where Kennedy won by 40,000 votes. In October 1963, he was the only one of nine Southerners on the judiciary committee to vote for the Kennedy administration’s civil rights bill.
When Johnson took up the bill after Kennedy’s death, Mr. Brooks was one of 11 out of 92 Southerners to vote for it on the House floor in 1964.
President Richard M. Nixon, he loathed. Mr. Brooks said he would have voted to impeach him on Jan. 21, 1969, but it “would not have looked good” to do it the day he was inaugurated, Jan. 20. Five and a half years later, as a ranking member of the judiciary committee, he helped draft the articles of impeachment that prompted Nixon to resign.
He was also a leader in the House investigation of President Ronald Reagan for trading arms for the hostages in Iran and using the proceeds to finance the right-leaning contra rebels in Nicaragua.
Mr. Brooks’s accomplishments included working to pass laws to revamp government procurement and to require federal agencies to have inspectors general. But he attracted more notice with his highly publicized investigations of the life of light bulbs, the number of coats of paint used on government buildings and airline pilots who let flight attendants fly jetliners.
His sharp edge showed in an unsuccessful effort to impeach Reagan, not to mention in his refusal to allow Republicans at luncheons of the Texas Congressional caucus. He ostentatiously puffed his cigars in nonsmoking areas.
Mr. Brooks pulled no punches. After John M. Poindexter, Reagan’s national security adviser, and Assistant Secretary of State Elliott Abrams testified to the judiciary committee about the Iran-contra affair, Mr. Brooks called each “a lying son of a bitch.”
An aide to Johnson called Mr. Brooks “one of the few men L.B.J. was ever afraid of,” while Nixon labeled him “the executioner.” Mr. Brooks nurtured a coalition of minority members, labor unions, abortion rights activists and loyal Democrats to win 21 straight Congressional elections. His defeat in the Republican Congressional landslide of 1994 reflected the long, steady rise of well-financed Republicans and anti-abortion organizers, as well as the defection of the Teamsters and some public employees unions.
The most proximate cause of his defeat was his antagonizing of the gun lobby by voting for a crime bill that included a ban on 19 firearms as assault weapons. Mr. Brooks had fought vainly to remove the ban, but ultimately voted for the bill approved by the Judiciary Committee, which he led.
This left a gaping opening for his Republican opponent, Steve Stockman, a 37-year-old accountant making a third try for the seat.
“The problem that Brooks did was paint himself into a corner, quite frankly,” Mr. Stockman told The Washington Post after the election. “He sent letters saying, ‘I will do anything to stop the gun ban.’

Representative Jack Brooks in 1993. He spent more than four decades in the House.
Jack Bascom Brooks was born in Crowley, La., on Dec. 18, 1922, and his family moved to Beaumont, Tex., when he was 5. His father, a rice salesman, died when Jack was 13, and the young man took a variety of jobs, including as a car hop, a grocery clerk and a newspaper reporter.
He received a scholarship to attend Lamar Junior College in Beaumont, where he completed two years of college. He moved on to the University of Texas and earned a journalism degree. He joined the Marines as a private in World War II, and fought in Guadalcanal, Guam, Okinawa and North China. He was discharged as a first lieutenant, and was a colonel in the Marine Corps reserve until 1972.
In 1946, when he was 23, Mr. Brooks was elected to represent Washington County in the Texas House of Representatives. An early victory was passing a law to make what is now Lamar University a four-year college. While a legislator, he earned a law degree from the University of Texas.
After four years as a state legislator, Mr. Brooks was elected to Congress, defeating 11 Democrats in the primary. He entered the House in 1953 as the youngest member of that year’s freshman class. He left four decades later as the most senior representative ever to have lost a general election.
He nestled under the protective wing of Speaker Rayburn, who invited him to stop by every day. “It was like being given a Ph.D. on how to run the place,” Mr. Brooks told The Houston Chronicle in 1995.
Mr. Rayburn put Mr. Brooks on the Judiciary Committee in 1955, and he served there until 1995, the last six as chairman. From 1975 to 1988, he was chairman of the Government Operations Committee, which oversees regulatory agencies.
Survivors include Mr. Brooks’s wife, the former Charlotte Collins; two daughters, Kate Brooks Carroll and Kim Brooks; a son, Jeb; and two grandchildren.
As Johnson was close to Mr. Rayburn, so Mr. Brooks was to the president. He and his wife dined at the White House as many as two or three times a week. Johnson let him use the White House bowling alley when he was not there.
Some observers wondered why such a long-serving representative did not rise to top leadership or enact more laws. But nobody questioned his ability to look after his district. In the crime bill that helped spell his defeat, Mr. Brooks tried to include $10 million for construction of a criminal justice center at Lamar University.
“If it’s pork,” he said in an interview , “it’ll be tasty.”

Churlish souls stint their contributions to the ministry and missionary operations, and call such saving good economy; little do they dream that they are thus impoverishing themselves. It is the teaching of Scripture that the Lord enriches the liberal and leaves the miserly to find out that withholding tendeth to poverty. In a very wide sphere of observation, I have noticed that the most generous Christians of my acquaintance have been always the most happy, and almost invariably the most prosperous. I have seen the liberal giver rise to wealth of which he never dreamed; and I have as often seen the mean, ungenerous churl descend to poverty by the very parsimony by which he thought to rise. Men trust good stewards with larger and larger sums, and so it frequently is with the Lord; He gives by cartloads to those who give by bushels. Where wealth is not bestowed the Lord makes the little much by the contentment which the sanctified heart feels in a portion of which the tithe has been dedicated to the Lord. Selfishness looks first at home, but godliness seeks first the kingdom of God and His righteousness, yet in the long run selfishness is loss, and godliness is great gain. It needs faith to act towards our God with an open hand, but surely He deserves it of us; and all that we can do is a very poor acknowledgment of our amazing indebtedness to His goodness.
